Maybe try googling 'porcelain enamel signs'.
Those aren't old, with vinyl letters. Shouldn't be too hard to come up with.

Show the picture to the Collingwood city signshop or maybe the one in Barrie. This looks like something the cities use when they want to make an area look quaint. They will certainly know the sources for fancy metal blanks. You might also try Y.M.S. and Owlite in Toronto. They both sell street sign hardware and blanks.
