Any type vinyl work good on a fairly smooth conrete wall thats painted?

Indoors, just about any decent intermediate or hp vinyl will work on just about any paint.

Outdoors, the wall will need to be painted with an industrial enamel semi-gloss or gloss finish and then use a good hp vinyl. Be sure to get the edges sealed well.

Either way, use dry application.

The concern is moisture getting behind the vinyl & causing it to lift. If it's indoors that shouldn't be a problem.
